Harm reduction is a concept that holds a belief in understanding that there are individuals who will continue to use substances no matter what the harmful or negative effects are. Harm reduction is just that, reducing harm. For example, some states offer clean needle exchanges which have proven to reduce infections and disease that is spread through sharing needles. Harm reduction is there to educate individuals so that they have the knowledge to make safer choices while using. Some people may not be ready to completely abstain, therefore, having the resources and education to stay safe may benefit that individual until they are ready to stop.
